From the Tower Chief at Wheeler:
Pilots using the South Practice area; Wheeler Tower is happy to continue to provide flight following services in the south practice area on a workload permitting basis. Please however make an explicit request of Wheeler Tower if you wish to transit their Class Delta airspace even if you have already established radio contact; HHI needs to be able to clear their airspace prior to certain UAV operations, so occasionally they may need to hold aircraft outside of Delta airspace during these operations.
